Through this policy, Yashada was declared the apex training institution. All other training institutions in the state were affiliated with Yashada. According to this policy, a three-tier structure of training institutions at the state, division, and district levels was created, successfully integrating uniformity across all training institutions. Through this government decision, the responsibility of planning, coordination, and evaluation of administrative training in the state was entrusted to the State Training Planning and Evaluation Mechanism. The three core Points —1) Training for all, 2) Continuous training, and 3) Needs-based training—define the direction of this department’s work.
